ISSUES OF TOLERANCE AND WASTE MANAGEMENT IN SURAKARTA CITY

Introduction

Surakarta, also known as Solo, is a city in Central Java, Indonesia. With an area of 44.04 km2, it is bordered by Karanganyar and Boyolali Regencies to the north, Karanganyar and Sukoharjo Regencies to the east and west, and Sukoharjo Regency to the south. It is also the third largest city in southern Java after Bandung and Malang in terms of population.

According to data from the Directorate General of Population and Civil Registration (Dukcapil) of the Ministry of Home Affairs (Kemendagri), the population of Solo was recorded at 578,49 thousand people in June 2021. Of this number, 456,74 thousand people or 78.95% of Solo’s population are Muslims. 79,55 thousand people or 13.75% of the population are Christians. Then, 40,38 thousand people or 6.98% of Solo’s population are Catholics. 1,3 thousand people or 0.22% of Solo’s population are Buddhists. The population of Solo who are Hindus is 360 people or 0.06%. 134 people or 0.02% of Solo’s population are Confucian. Meanwhile, 30 people or 0.01% of Solo’s population adhere to traditional beliefs.

The diversity of religions in Surakarta City is certainly a challenge for its residents and government in maintaining tolerance between religious groups. Tolerance between religious groups is a way to protect freedom of religion for every individual. Tolerance and freedom are two things that must go hand in hand. In order to reconcile the two, a correct understanding of freedom of religion and tolerance between religious groups is important in community life.

In addition to the potential problems of religious differences, waste management is also a hot topic in Surakarta City. Facts show that the waste problem is now at a very critical level. Although public awareness of the importance of waste management has increased, not many people are willing to be directly involved in its management.

It is time for us as the future generation to participate and collaborate in addressing the challenges of waste management and tolerance between religious groups in Surakarta City. The program, which is in the form of joint activities in waste handling and management, is expected to create harmony, peace, togetherness and family in Surakarta City.

Problem Statement

The problem statements in this program are:

  • The destruction of graves in the Cemoro Kembar TPU, Mojo, Pasar Kliwon, Surakarta City on June 16, 2021 by children caused by the planting of intolerant ideology.
  • The disbandment of the midodareni event at the house of the late Segaf bin Jufri, Jalan Cempaka, Mertodranan, Pasar Kliwon City Surakarta on August 8, 2021, which was considered to be a Shia sect.
  • The use of houses as places of worship in Joyontakan, Serengan, Surakarta City, which is considered to be disturbing to local residents.
  • The imbalance between the volume and the waste treatment facilities in Surakarta City.

Program Targets

The targets of this program in 2022 are:

  • Assisted Village: Joyotakan
  • Assisted School: SMP Muhammadiyah 1 Surakarta
  • Desired changes.

In the next five years, JISRA FASDA Solo wants to see a change in Surakarta City. The changes are:

  • The realization of harmony and peace to prevent the occurrence of violent propaganda in the name of religion.
  • The growth of a sense of togetherness and caring between religious groups without discrimination.
  • Increasing public awareness of waste management.

Parties to be involved.

The parties to be involved in this program are:

  • Forum for Religious Harmony (FKUB).
  • Education Office.
  • Office of Women’s Empowerment, Child Protection and Family Planning.
  • Environmental Service.
  • Health Office.
  • Ministry of Religion.
  • Community Organizations.
  • Local Communities (Gita Pertiwi, Republik Aeng-aeng, etc.)
  • Association of Private School Principals (IKSS).

Action Plan

The action plan for this program is as follows:

Activity Planning

This includes introducing JISRA to FASDA Solo. The planning will be in the form of an introduction to JISRA followed by a discussion on the conditions and needs of the program in Surakarta City and training to improve the capacity of the facilitators. The introduction to JISRA was conducted on January 8 and 16, 2022 in Surakarta City. Meanwhile, the training to improve the capacity of the facilitators was conducted on March 5-6, 2022 in Surabaya City.

Audience with the Parties to be Involved

The first audience was with the PDM of Surakarta City by inviting ORTOM at the Regional level. The audience was held on January 22, 2022 in the Hall of the Muhammadiyah Hall of Surakarta City with 15 participants. The second audience was with the Forum for Religious Harmony (FKUB). The audience was held on February 17, 2022 in the Meeting Room of the Muhammadiyah Hall of Surakarta City with 5 participants. The results of the two audiences were full support for the program offered by JISRA and both PDM and FKUB provided views on the location of the pilot project for 2022.

Assessment

The assessment will be conducted several times and will continue to be carried out by the JISRA FASDA Solo Team during March to obtain as much information as possible related to the diversity and environmental problems in Surakarta City so that it can determine the Village and School in Surakarta City.

Implementation of Activities

Training of Trainer (ToT)

The Training of Trainer (ToT) aims to provide an understanding of JISRA with the Eco Bhinneca approach and participants can help local facilitators in implementing the program. The target of the Training of Trainer (ToT) is three participants from the Assisted Village: Joyotakan and two participants from the Assisted School (consisting of male and female components). It is planned to be held in April 2022.

Socialization

This socialization aims to provide an understanding of JISRA with the Eco Bhinneca approach and participants can play an active role in the implementation of the program. Socialization between the Assisted Village: Joyotakan and the Assisted School is carried out separately. The Assisted Village: Joyotakan is planned to be held in May 2022 and the Assisted School is planned to be held in June 2022. The target of each socialization is thirty participants (consisting of male and female components).

Workshop

The Workshop aims to raise participants’ awareness of the importance of waste sorting, participants can play an active role in waste almsgiving, and participants can create long-term products. The Workshop between the Assisted Village: Joyotakan and the Assisted School is carried out separately. The Assisted Village: Joyotakan is planned to be held in July 2022 and the Assisted School is planned to be held in August 2022. The target of each socialization is thirty participants (consisting of male and female components).

Monitoring and Evaluation

Monitoring and Evaluation aims to see the development of the waste management program and the involvement of all religious components in the Assisted Village: Joyotakan and the Assisted School. Monitoring and Evaluation between the Assisted Village: Joyotakan and the Assisted School is carried out separately. The Assisted Village: Joyotakan is planned to be held in September & November 2022 and the Assisted School is planned to be held in October & December 2022. The target of each socialization is thirty participants (consisting of male and female components).
